mass sports;
b. In accordance with the mission of the model, the creation of a project platform
for centralized management and development of sports infrastructure is implied;
c. Development of a strategy and planning for the development of sports
infrastructure;
d. Implementation of models for managing sports facilities;
e. Actual management of facilities;
f. Engineering;
g. Financial control and audit.
The implementation of a new model will allow for a more detailed analysis and
consideration of the population's needs with the aim of involving them in physical
culture and sports. Based on the assessment of natural landscapes and recreational
complexes, the development of mass and national sports will be promoted.
4. The implementation of an innovative model of state management requires
improvement in such areas as the creation of an electronic database of sports facilities,
the implementation of digital platforms for managing sports facilities, the creation of a
database based on the per capita calculation of potential participants in physical culture
and sports, and the development of a navigation application for all sports facilities in
major cities, taking into account safety measures with the help of artificial intelligence.
These measures will enable the monitoring of the management of the development
of sports infrastructure, as well as the formation of a personal management model for
each subject, including a financial model, a project engineering model, a digital
management model in various organizational and legal forms, including trust
management, state-private partnership, and investments.
The theoretical and practical significance of the research lies in the fact that
the theoretical findings contribute to the development of domestic science in the field
of state management of innovative sports infrastructure for mass sports. The
mechanisms and practical recommendations for managing sports infrastructure make
a significant contribution to the development of state management in the sports
industry. The results obtained have theoretical significance for the improvement of
state management of sports infrastructure in the field of mass sports in Kazakhstan.
The practical significance of the study lies in the fact that its results can be used
to create innovative facilities in the sports infrastructure of Kazakhstan that meet
modern international requirements, as well as in ensuring the safety of operation of
sports facilities and safety of sports events, providing equal access to sports facilities,
attracting additional investment projects, and generating economic benefits for the
state.
Approbation of results of research and their implementation. The main
provisions and conclusions of the dissertation research have found practical application
in the activities of government agencies. The author has published 8 articles, including
1 article in a scientific journal indexed in Scopus, and 3 articles in journals
recommended by the Committee for Quality Assurance in Science and Higher
Education of the Ministry of Science and Higher Education of the Republic of
