spatial inequality for the population depending on territorial characteristics, as well as
the degree of population density in regions.
● The presentation of foreign models of sports infrastructure management has
been systematized, common features have been identified, and a classification of
models of state management in the field of sports has been developed based on criteria
of national, regional, or local sports specificity, as well as relations between state
management bodies and other subjects in the field of sports.
● Approaches to involving all interested parties have been developed, including
in terms of dividing expenses for the maintenance of sports infrastructure and athletes,
and the key role of sports in shaping patriotic self-awareness and national identity of
the state has been substantiated.
● New socio-economic indicators for assessing the population's need for mass
sports activities and new tools for studying the development needs of sports
infrastructure, such as kinesthetic studies, the role of topography and social interaction,
the design and maintenance of social infrastructure for amateur sports and fitness,
cultural-historical and urban geography, topography and social interaction, in urban
and rural environments have been proposed.
The scientific positions of the dissertation to be defended are:
1. Based on the analysis of international and national practices, it has been
identified that the management of sports infrastructure has subject-specific specificity,
which is determined by human rights and freedoms in their desire to engage in sports,
and in turn affects the legal regulation and limits of state intervention in the field of
sports. In this regard, it is necessary to reorient the state management of sports
infrastructure in Kazakhstan from a program-targeted, bureaucratic approach to
management that takes into account its subject-specific specificity. This approach will
expand the subject structure of sports facilities not only with buildings and equipment
but also contribute to the development of its social infrastructure, attracting additional
investments from individuals and legal entities.
2. The analysis of state management in the field of sports has shown that the
management system of sports infrastructure in Kazakhstan negatively affects its
development, mainly focused on the construction and repair of sports facilities without
taking into account the needs of the population. In this regard, there is a need to
improve innovative directions for the development of sports facilities based on new
criteria for studying the needs of the population, such as:
a. Evaluation of spatial accessibility of sports facilities for mass sports among the
population and elimination of spatial inequality of public sports facilities;
b. Assessment of interests and motivation of stakeholders, including businesses
in the development of cultural and entertainment establishments, as well as social
interaction in sports facilities.
3. Based on the conducted analysis, it has been proven that the considered field
needs to improve its model of state management of sports infrastructure, which
involves the development of sports infrastructure regardless of the jurisdiction of the
institution, forms and types of management: state-private enterprises, trust
management, as well as geolocation, internal content of the sports facility. The model
of management of state assets consists of:
