ANNOTATION

                  to  the  dissertation  work  of  a  doctoral  student  at  the  Academy  of  Public
                  Administration  under  the  President  of  the  Republic  of  Kazakhstan  Utepov
                  Arman  Tleulesovich  on  «Development  of  аn  ecosystem  approach  in
                  management decisions making in the Republic of Kazakhstan» submitted for
                  the degree of doctor in the profile in the speciality «6D051000 - Public and local
                  administration »

                         The  actuality  of  the  research  topic.  The  development  of  the  ecosystem
                  approach in making management decisions is one of the priority areas identified by
                  the  UN  in  the  2030  Agenda  for  Sustainable  Development,  as  a  link  to  all  the
                  Sustainable Development Goals.
                         Given that the ecosystems of Kazakhstan provide the population with a large
                   set of vital services, but many of them are partially degraded, the introduction of
                   progressive economic instruments of environmental management is an urgent task.
                                According to the results of the assessment of countries’ environmental
                  performance,  provided  by  Yale  University  in  2020  among  180  countries,
                  Kazakhstan ranked 85th in the Environmental Performance Index (EPI).
                         Kazakhstan  is  actively  developing  approaches  to  ensuring  sustainable
                  development and improving environmental legislation, based on the feasibility and
                  real  possibility  of  using  the  potential  of  international  organizations  and  global
                  experience to solve its own environmental problems.
                         In July 2021, a new Environmental Code was introduced in Kazakhstan, in
                  which one of the fundamental principles of regulating environmental relations is the
                  ecosystem  approach.  Thus,  the  integrity  and  natural  interconnections  of  natural
                  ecological  systems,  living  organisms,  natural  landscapes,  and  another  natural,
                  natural-anthropogenic  and  anthropogenic  objects,  and  the  need  to  preserve  the

                  balance of the natural environment should be taken into account in planning and
                  making  decisions  by  state  bodies  and  officials,  as  a  result  of  which  negative
                  consequences for the environment occur or may occur. All this together was the
                  reason for choosing the topic of this dissertation work.
                         Scientific development of the research problem.
                         The  degree  of  scientific  elaboration  of  the  problem  is  determined  by  its
                  novelty  for  Kazakh  science,  the  weak  scientific  and  methodological  base,  and
                  mechanisms for the application of the ecosystem approach in the system of public
                  administration.  The  specifics  and  problems  of  managerial  decision-making  in
                  Kazakhstan in the framework of the ecosystem approach have not been studied until
                  recently. There is no description of practical cases of making managerial decisions
                  by state bodies based on the ecosystem approach.
                         Scientific-theoretical and methodological foundations of making managerial
                  decisions in an organization were laid in the works of I. Ansoff, G. Mintzberg, M.
                  Mescon, J. Von Neumann and O. Morgenstern, G. Owen, G. Simon, A.A. Thompson
                  and A.D. Strickland, P. Fishbury, S.O. Hansson, et al.
                         Such authors as Arthur George Tansley, Ludwig von Bertalanffy, Vladimir
                  Ivanovich  Vernadsky,  William  Ross  Ashby,  Robert  Harding  Whittaker,  Claude
