to determining the value of ecosystems, taking into account the identification and
                  consideration of the cultural component.
                         The study of the nature of the formation and escalation of the conflict on the
                  conservation  of  the  lake  system of  Maly  Taldykol  allowed  identifying  the  main
                  factors  contributing  to  the  development  of  recommendations  for  the  effective
                  management  of  conflicts  related  to  urban  planning  and  improvement  issues.  A
                  methodology  for  diagnosing  the  development  of  environmental  conflicts  was
                  developed, which will allow diagnosing the emergence of the protest movement at
                  an early stage.
                         Recommendations on the main approaches to assessing the effectiveness of
                  government  agencies,  taking  into  account  the  evaluation  of  the  effectiveness  of
                  measures taken in the context of sustainable development, which should consist of
                  a comprehensive indicator of the environmental health and viability of ecosystems,
                  which requires monitoring of indicators by several government agencies.
                         The  implementation  of  the  ecosystem  approach  involves  the  use  of  a
                  participatory (joint) approach. Participation of the author directly in the activities
                  and development of the community allowed, firstly, to understand and share the
                  interests of the initiative group, secondly, through the exchange of information about
                  the value of the ecosystem to promote the spread and development of ecosystem
                  knowledge,  thirdly,  to  define  the  basic  principles  of  establishing  partnerships  -
                  mutually respectful relations based on sharing responsibilities, costs, and benefits,
                  leading to results that satisfy all partners.
