The purpose of the study is to scientifically analyze the mechanisms of state
regulation for the effective implementation of the process of implementing the
concept of "smart city" in Turkestan in accordance with the principles of sustainable
development and develop specific proposals for their improvement.
In accordance with the set goal, the following research tasks are formulated:
 To determine the conceptual foundations of the concept of" smart city " and
its place in the paradigm of sustainable development, to consider the theoretical and
methodological base;

 Systematic analysis of mechanisms and instruments of state regulation aimed
at the development of smart cities in the Republic of Kazakhstan.
 Compare the models of international state regulation used in the
development of" smart cities", identify and systematize best practices that allow us
to effectively implement the principles of sustainable development.
 To assess the level of participation of the population of Turkestan in smart
initiatives, public perception and access to digital infrastructure using empirical
methods.
 Development of multi-level management mechanisms and scientific and
practical recommendations in order to improve state regulation of smart city
development in Turkestan.
The object of the study is the process of implementing the concept of "Smart
City" in Turkestan and the experience of its regulation at the state level.
The subject of the study is the mechanisms of state regulation and
management of "smart cities" within the framework of sustainable development.
Scientific novelty of the study:
1. The theoretical and institutional interpretation of the concept of a smart city
in the context of Sustainable Development has been systematized and its relationship
with the public administration system has been scientifically substantiated.
2. Foreign and Kazakh experience was analyzed, the main approaches,
effective practices and tools that allow us to adapt to the conditions of the city of
Turkestan were studied.
3. The main indicators that allow implementing the concept of a "smart city" in
Turkestan were identified, and the possibilities of applying the assessment model
from the point of view of state regulation based on the relationship between the level
of satisfaction of the population and the activity of using new technologies were
scientifically substantiated.
4. An integrated model model of state regulation of Smart City adapted to the
city of Turkestan has been developed, its main structural elements and mechanisms
of interaction have been proposed.
The following provisions are put forward for protection:
1. Integration of the concept of "Smart city" into the system of state regulation
in the context of sustainable development is proposed as one of the modern
approaches to managing cities. This approach demonstrates the need not to be
