comprehensively in interaction with institutional, social and economic factors.
Based on theoretical models and institutional analysis, this approach is formed as a
new scientific statement.
2. Mechanisms for harmonizing international best practices and national
characteristics have been developed to adapt the Smart City concept at the regional
level. As a result of a comparative analysis of foreign and domestic experience,
specific recommendations and tools adapted to the city of Turkestan were
developed. These practices will allow them to spread to other cities, offering model
approaches to the development of smart infrastructure.
3. The introduction into the practice of state regulation of an assessment model
that takes into account the relationship between the level of satisfaction of the
population and the activity of using technologies based on the definition of indicators
for the implementation of the concept of a "smart city" in Turkestan will be a
scientifically based tool for improving the efficiency of urban management.
4. An integrated model model of state regulation of Smart City adapted to
Turkestan is proposed. The institutional model developed in the study follows the
principle of multilevel management, based on partnerships between the public,
private and civil sectors. Bringing this model to the defense will serve as the basis
for systematizing the Urban Development Strategy and implementing effective
management mechanisms.
Methodology and methods of research. The views, level of participation and
assessment positions of citizens in the "Smart City" projects were analyzed on the
basis of special empirical data. As part of the study, a structured survey of citizens
living in Turkestan and Almaty was conducted on November 28, 2022. The survey
involved 676 respondents, whose answers made it possible to assess the level of
perception of Smart City components by residents, participation in digital
infrastructure and confidence in projects.
The first data obtained were subjected to statistical processing, factor and
comparative analysis was carried out. In addition, based on the results of the study,
a structural model PLS-SEM (Partial Least Squares Structural Equation Modeling)
was compiled. This model made it possible to identify the main factors affecting the
perception of smart city initiatives by the population and identify causal
relationships between indicators. The suitability of the data for factor analysis was
checked by Kaiser-Meyer-Olkin (KMO) and Bartlett tests, ensuring the reliability of
the empirical basis of the study. The coordinated application of these methods has
created the conditions for a comprehensive assessment of the features of public
acceptance of Smart City projects in Turkestan and determining the social
effectiveness of institutional management mechanisms.
Scientific Development Directions and Compliance with State Programs
The “Kazakhstan – 2050” Strategy of the Republic of Kazakhstan is also aimed
at achieving long-term development goals. This strategy identifies as key priorities
the creation of an effective governance system, the introduction of innovations and
new technologies, and the digitalization of public services as essential conditions for
ensuring Kazakhstan’s development and sustainability. The development of the
Smart City model in Turkistan is considered within the framework of this strategy
