17.2.4. An academic certificate of the prescribed form is issued to a student who has
            been expelled from the Academy.
                  17.2.5. Reinstatement to the number of students is carried out only on a paid basis,
            except in cases when the student was expelled due to the loss of the status of a civil servant
            and regained his status in court.
                  The student applies for reinstatement to the rector, in which he expresses a desire to
            continue  his  studies.  A  transcript  certificate  for  continuing  education  is  attached  to  the
            application for restoration.
                  The procedure for the restoration of training:
                  1) the student applies for reinstatement to the rector with a certificate of academic
            performance  attached  –  no  later  than  5  (five)  working  days  before  the  start  of  the  next
            academic period;
                  2) based on the provided certificate of academic performance, the Directorate of the
            Institute /NSPP determines the course of study, the difference of disciplines in the curricula,
            prepares a submission for enrollment / restoration;
                  3) in coordination with the directorate of the Institute/NSPP and the supervising vice-
            rector of the PSC, prepares an order of the rector of the Academy on the restoration of the
            student for training;
                  4) the procedure and deadlines for the liquidation of debts and /or differences in the
            disciplines of the EP are drawn up by the order of the Director of the Institute / NSPP.
                  The  duration  of  the  elimination  of  the  academic  difference  is  one  semester.  The
            elimination of the academic difference involves:
                  1) attendance of classes by students in order to master these courses;
                  2) performing tasks in order to determine the rating;
                  3) passing the exam in order to obtain the planned amount of credits.
                    17.2.6. Students transfer from other Institutions to the Academy are carry out only on
            a paid basis for civil servants, representatives of subordinate organizations under the states
            authorities, financed by state, quasi-state sector, Maslikhat deputy, the transfer is possible
            only  to  the  EP  in  the  appropriate  field  of  study,  provided  that  their  internal  content  is
            consistent.
                    17.2.7.  Students  applications  for  transfer  from  one  Institution  to  Academy  are
            considered by the Rector of the Academy during the summer and winter holidays before the
            start of the next academic period.
                  Applying for transfer to the Academy from another Institution determines the EP for
            subsequent  transfer  and  draws  up  an  application  for  transfer  via  E-mail  in  «E-Otinish»
            platform and attaches the following documents to it:
            -  a  transcript  signed  by  an  authorized  person  and  sealed  with  the  seal  of  the  original
            organization, or an academic certificate;
            - scanned version of the National ID Card;
            - scanned version of the document on postgraduate education with an appendix;
            - a copy of the international certificate with the results corresponding to the requirements
            specified in the current Rules of admission to the Academy of Public Administration under
            the President of the Republic of Kazakhstan must be provided if this requirement exists;
            - QAZAQ RESMI TEST Certificate (www.qrt.kz) or KAZTEST (www.kazakhtest.kz) not lower
            than level B1 (except foreign citizens);
             -  a  reference  approving  employability  status  (a  reference  must  be  presented  within  5
            business  days  for  the  verification  after  receiving  approved  reply  for  the  application.  A
            reference will be returned after verification);
            - a medical certificate in the form 075/y, approved by the order of the Acting Minister of
            Health of the Republic of Kazakhstan dated October 30, 2020 No. ҚР ДСМ-175/2020;
            - a copy of the student's individual development plan.
