ANNOTATION
                           to the dissertation work of a doctoral student of the Academy of Public
                          Administration under the President of the Republic of Kazakhstan
                    Manakbayeva Aigerim Bokeikhanovna on the topic «Social audit of the film
                 industry in the context of the country's cultural development», submitted for the
                  degree of doctor in the educational program «8D04113 - Public Administration»

                        Relevance of the research topic. The film industry makes a huge contribution to
                 the cultural development of the country. Cinema is the most important cultural asset of
                 society. As a cultural heritage, the products of the national film industry contribute to
                 the formation of the individuality of the people, strengthening international relations,
                 and increasing the positive image of the state in the world.
                        On the way to renewing social values and modernizing the country, cinema has
                 great ideological significance. Through cinema, ideas are in the interests of the state,
                 national identity, moral and spiritual values are promoted. Demonstrating its uniqueness
                 in the intercultural space, cinematography expands international ties. In this regard, the
                 state pays special attention to promoting the products of the domestic film industry in
                 the country and abroad [1].
                        The film industry as a unique branch of culture brings spiritual and moral benefits
                 to society. Cinema, being one of the ideological means of the state, carries out socio-
                 cultural activities in society. Domestic cinema has the ability to describe and convey to
                 its viewer the acute problems of society and state policy. In this regard, the feedback of

                 people as a consumer of film products is important. The state should take into account
                 public opinion, current trends, and the socio-political context in the consumption of
                 national  films,  based  on  the  principle  of  «consumer  orientation».  Consideration  of
                 citizens’ opinion is a key element of the «hearing state».
                        One of the important components of the socio-cultural aspect of the film industry
                 is the perception of domestic films by the population, the viewer's opinion and proposals.
                 In this regard, the need to search for new theoretical and methodological approaches that
                 provide  public  assessment  is  of  particular  importance.  In  determining  the  social
                 efficiency, effectiveness, and usefulness of films for the population, the elements of
                 social audit are the most favorable. Social audit, as a relevant method of ensuring civic
                 engagement, makes it possible to assess the level of achievement of the goals set by the
                 film industry, analyze gaps and shortcomings, and also take into account the criteria for
                 the social and moral responsibility of industry representatives to the population.
                        At the same time, social audit is an understanding that the industry is developing
                 in  the  right  direction,  taking  into  account  the  interests  of  society.  Public  control  or
                 feedback also makes it possible to assess the quality and transparency of the domestic
                 film industry. Social audit emphasizes the attention of the subjects of the film industry
                 to the problems of society of a sociocultural nature and contribution to their solution. In
                 addition,  the  technology  of  social  audit  makes  it  possible  to  assess  the  quality  and
                 transparency of the domestic film industry.
                        The relevance of this study lies in the rationale for the need to use a social audit
                 tool in the public administration of the film industry as a cultural sphere. Prospects for
                 the application of social audit of the film industry allow us to assess the impact of the
