                 a scientific and practical nature to improve the state and public management of the film
                 industry in Kazakhstan.
                        The  degree  of  knowledge  of  the  problem.  Valuable  information  about  the
                 theories  of  cinema  is  contained  in  the  works  of  such  scientists  as  S.  Freilich,
                 T. Elzesser, M. Hagener, F. Seed. Questions about the role of cinema in society, its
                 philosophical  significance  and  the  relevance  of  its  ideological,  socio-economic  and
                 political activities were discussed and reflected in the works of a number of foreign
                 scientists, such as J. Deleuze, V. Tosi, Marijke de Valck, M. McLuhan, E. Altenlo,
                 G. Bloomer. Hill, Kawashima, S. Komissarov, A. Lange, T. Westcott, C. Parvulescu,
                 F. Pitassio, P. Bilik, J. Poort, G. Til, M. Zhabsky, A. Golutva, A. Aranburu, L. Al-Nsur,
                 A. Makarov, N. Karimova, A. Evmenov, P. Danilov, T. Rtishcheva, N. Golovetsky,
                 K. Smirnov, A. Malyshev.
                        Kazakh  scientists  and  filmmakers  study  topical  issues  of  the  domestic  film
                 industry,  actively  discuss  problems  and  new  trends  in  the  development  of  cinema.
                 Among  such  scientists  we  can  mention  G.  Abikeeva,  E.  Tursynov,  O.  Boretsky,
                 N.  Mukusheva,  G.  Mursalimova,  R.  Nugmanov,  B.  Nogerbek,  M.  Ergebekov,
                 Sh. Urazbaeva, A. Tuyakbaeva, A. Kamza.
                        Domestic  scientists  conduct  research  in  the  theory  and  practice  of  the
                 development  of  Kazakh  cinema,  as  traditions  in  Kazakh  cinema,  folklore,  images,
                 national spirit in cinema. At the same time, the role of state policy in the film industry,
                 the socio-economic aspects of the film industry, state policy in the film industry, the

                 priorities for the development of domestic cinema, in general, have not been studied
                 enough in domestic science. These problems are not reflected in a separate scientific
                 work.
                        The public importance of knowledge about the film process through the prism of
                 public  administration  is  also  due  to  the  fact  that  the  creation  of  high-quality  film
                 production  is  impossible  without  comprehending  the  existing  experience  in  solving
                 problems that arose earlier, without relying on sociological knowledge about cinema. In
                 this  regard,  the  study  and  analysis  of  the  issues  of  the  fundamentals  of  industry
                 management, state support for the film industry, the use of social audit as a tool for
                 public control in the film industry is very relevant.
                        The purpose of the dissertation research is to analysis of the state management
                 of  the  development  of  the  film  industry  in  the  Republic  of  Kazakhstan  and  the
                 development of theoretical and practical recommendations on the use of social audit in
                 assessing the development of the film industry as a cultural sphere.
                        To achieve this goal, the following research questions first arise:
                        1. What place does the film industry occupy in the social structure of the country?
                        2. What is the role of the state in the development of the film industry as an
                 important area of culture?
                        3. What are the prospects for the institution of social audit in the Kazakh film
                 industry, what are the opportunities for civil society to participate in the management of
                 the film industry?
                        To achieve the goal of the study by obtaining answers to the above questions, the
                 following tasks were set:
