As a novelty of the study, the following main results are presented:
- The place and role of the public administration system in the development of the
national film industry as an important part of the cultural sphere are determined;
- by analyzing the content of key state program documents in comparison with the
messages of domestic films, systematized reflection of state policy in Kazakh cinema;
- the author's interpretation of the concept of «social audit» has been proposed,
which provides for the assessment of the socio-cultural activities of the film industry
and public benefit of film products;
- methodological recommendations for the application of social audit in the public
administration of the film industry have been developed.
The main statements made for defense:
1. The film industry is important for the cultural development of the country as a
tool for the formation of values and cultural and aesthetic taste. The public
administration system plays a significant role in the development of the national film
industry. State support measures in Kazakhstan contribute to increasing the priority of
national films, ensuring the transparency of their financing, increasing competitiveness,
and creating a positive image of the country through film production.
2. Ideological transformations in cinema, associated with the priority directions
of state policy and modernization processes in the country, it is proposed to divide into
4 stages: 1) institutional modernization (period of ideological vacuum); 2) economic
modernization (period of reflection on the past); 3) social modernization (period of
motivation); 4) modernization of public consciousness (period of reassessment of

values).
3. «Social audit in the film industry is a process of assessing the activities of
industry entities aimed at solving social and cultural problems, as well as the usefulness
of the products of the national film industry, based on public and expert opinion».
4. The proposed methodological recommendations for the application of social
audit cover organizational issues, methods for its implementation and an algorithm of
actions. Adaptation of social audit to the sphere of the film industry will allow
optimizing public control in the state management of the industry, diagnosing the socio-
cultural function of national cinema, and also assessing the degree of social and moral
responsibility of the subjects of the film industry.
Theoretical and practical significance of the research. The theoretical
significance of the work lies in the development of a scientific concept from the point
of view of public administration of the socio-cultural aspect of the film industry.
Analysis of the film industry through the prism of state policy and ideology is an
important subject of research from the standpoint of public administration theory,
sociology of culture, social psychology and may be of interest to government agencies,
the scientific community, cultural and art workers and applicants.
The methodological recommendations developed within the framework of the
dissertation work on conducting a social audit in the field of the film industry can be
used in the practical activities of the Ministry of Culture and Sports for the development
of cinema, applied research work. In addition, the results of the study can be used in
educational institutions, departments and faculties of cinema, in teaching aids, programs
related to the field of cinema, its socio-cultural aspects and social technologies.
