ABSTRACT

for the dissertation work of Mukhan Bakhytzhan Sabitullauly, doctoral student
of M. Auezov South Kazakhstan University, on the topic: “Formation of a
strategy for sustainable development of the light industry of the Republic of
Kazakhstan: theory, methodology, practice”, submitted for the degree of Doctor
of Philosophy (PhD) in the study program “8D04110-Economy”

Relevance of the research topic. At the present stage, the economic systems
of the world countries operate in conditions of uncertainty, variability and instability
of internal and external environmental factors. High rates of scientific and
technological progress, increased competition in domestic and foreign markets,
changes in commodity flows contribute to the formation of flexibility of economic
entities, their mobility, rapid response to changes in market conditions. This is largely
facilitated by the use of a strategic approach to management at both the micro and
macro levels. The ability to correctly build a development strategy for an enterprise,
industry, and economy as a whole is the key to their sustainability and stability.
In addition, high rates of economic growth contribute to an increase in the use
of resources, an increase in the environmental load, aggravation of environmental
problems, which requires a revision of the development strategies used. In the current
conditions, ensuring the sustainable development of both an individual enterprise and
an entire complex of economic sectors comes to the fore in strategic planning for the
future. Ensuring an acceptable level of sustainability occurs at the stage of developing
a development strategy for a particular industry, which makes it possible to increase
the level of competitiveness of the entire country. Therefore, the issue of
sustainability of development, which attracted the attention of scientists and

specialists in the second half of the twentieth century, is particularly relevant.
Issues of ensuring sustainable development are increasingly widespread at the
level of the global or national economy. At the same time, they require solving the
problem of ensuring sustainable development of certain sectors of the economy. The
industry of the Republic of Kazakhstan is leading in the economy. At that, the
problem of sustainable development of various industries has been highlighted for
quite some time, and solving it will improve the country’s rating at the international
level. Of particular relevance in this case is the issue of ensuring the sustainability of
the development of the most strategically important sectors of the economy from the
standpoint of ensuring the well-being of the population, such as the light and food
industries.
In many countries of the world, light industry is the main industry, generating
the majority of state budget revenues and acting as a catalyst for economic
development. Until 1990, light industry was one of the drivers of economic
development. Over the years of independence, the Kazakhstani light industry has
somewhat lost its position, which requires the development and implementation of a
strategy for its sustainable development.
Today, for Kazakhstan, the development of the light industry sector is one of
the priority areas due to the social significance that it has for society. Providing high
