employment through the use of traditional technologies for growing and processing
raw materials, this sector of the economy plays an important role in the formation of
nationwide principles of sustainable development. All this together will inevitably
lead to the need to develop a mechanism for the sustainable development of light
industry as an industry of strategic importance for the development of the
Kazakhstani economy. The main prerequisite for this is the steady growth of the
country’s population, which will have a positive impact in the future on increasing
demand for light industry products.
The global economic crisis has revealed opportunities to systematize the
transition to a more sustainable state. The basis for transformational changes should
be the principles of economical and careful treatment of the environment, and,
accordingly, of available resources. Considering the fact that the needs of mankind
are practically limitless, while the possible potential of available resources is limited
by the volumes of their extraction and processing. As a result, there is a need to
reassess the country’s strategic development prospects from the perspective of its
sustainable development. It is necessary to ensure the effective restoration of the
financial situation of humanity without damage to the natural environment.
Therefore, the topic of the dissertation research is relevant and timely, in light
of the need to implement national projects for the development of entrepreneurship
for 2021-2025, “Technological breakthrough through digitalization, science and
innovation”, “Green Kazakhstan”, “Strong regions – the driver of the country’s
development”, and also the tasks set in the Message of the Head of the State –
Kassym-Jomart Tokayev – to the people of Kazakhstan “The Economic Course of a
Fair Kazakhstan”.
Scientific development of the research problem. Many works of foreign and
domestic scientists deal with the study of problems of strategic and sustainable

economic development.
The issues of developing a development strategy have received considerable
attention in foreign countries. These problems were dealt with by such scholars as I.
Ansoff, G. Mintsberg, M. Porter, A. Chandler, L.I. Abalkin, O.S. Vikhansky, A.P.
Gradov, V.M. Polterovich and others. Certain aspects of strategy formation are found

A significant contribution to the formation of the conceptual foundations of
sustainable socio-economic systems development was made by such scientists as
