ABSTRACT

                   for the dissertation work by Yunussov Madiyar Bakhtiyarovich, a doctoral
                  student  at  M.  Auezov  South  Kazakhstan  University,  on  the  topic:
                  "Improvement of the managerial personnel evaluation system: methodology
                  and practice," submitted for the degree of Doctor of Philosophy (PhD) in the
                  educational field of specialization 6D050600 -"Economy"

                         Relevance  of  the  research  topic.  Managerial  personnel  encompasses  the
                  organization of the work of others, task distribution, coordination of actions, and
                  monitoring of task completion. The primary characteristic of managerial personnel
                  lies in its organizational function. This implies that managers are responsible for
                  planning, decision-making, motivation, and overseeing the work of others. They
                  must  also  be  capable  of  adapting  to  changing  conditions  and  making  swift
                  decisions  in  complex  situations.  Managerial  personnel  is  reflected  in  the  actual
                  interaction  of  both  objective  and  subjective  factors  of  social  activity.  Although
                  managerial personnel does not directly involve the creation of specific consumer
                  values, it nonetheless  impacts  the production process  itself, thereby  creating  the
                  necessary conditions for its development. Given that the process of evaluating the
                  effectiveness of managerial personnel is quite complex and unique, its specificity
                  is manifested in its association with the transformation of information as a specific
                  subject of labor.
                         The primary task of managerial personnel is to organize and coordinate the
                  work  of  others  to  achieve  set  goals.  Managers  are  responsible  for  planning,
                  decision-making,  motivation,  and  overseeing  the  work  of  others.  Given  the
                  constant  organizational  changes,  a  key  task  in  assessing  effective  managerial

                  personnel is to participate in the development and creation of specific innovative
                  ideas and technologies that facilitate both the managerial and production processes.
                  Typically,  the  object  of  managerial  personnel  includes  the  enterprise  or
                  organization  itself,  as  well  as  information,  workgroups,  and  various  levels  of
                  management. Conversely, the subject of managerial personnel is the work activity
                  of individuals, which is indirectly represented as information about the state of the
                  enterprise  and  the  need  for  changes  in  its  functioning  and  development  through
                  financial, material, informational, and human resources. A distinctive product of
                  managerial  personnel  is  the  managerial  influence  on  the  work  activities  of
                  individuals to achieve the set management goals. The specificity of implementing
                  managerial  influence  will  vary  for  different  levels  of  managerial  personnel.  A
