However, despite the existing developments in this research direction, a
scientific solution to this problem remains insufficient, especially in obtaining an
integrated assessment of the performance of managerial personnel.
The aim and objectives of the research.
The aim of the dissertation is to theoretically substantiate, improve, and
implement methodological approaches and practical recommendations for the
establishment of a performance evaluation system for managerial personnel.
In this regard, the following tasks were set within the framework of the
dissertation research:
- to study the theoretical aspects of evaluating managerial personnel;
- to systematize the methodology of evaluating managerial personnel;
- to analyze foreign experience in organizing and conducting the evaluation
of managerial personnel;
- to analyze the current state of the light industry in Kazakhstan;
- to identify the features of personnel management model formation in the
light industry;
- to analyze the current state of the performance evaluation system for
managerial personnel in light industry enterprises in the Turkestan region;
- to develop a systemic model for evaluating the managerial potential of
personnel.
The subject and object of the research.
The object of the research is the activities of managerial personnel in the
light industry enterprises of the Republic of Kazakhstan.
The subject of the research is the theoretical, methodological, and
organizational support for evaluating the performance of managerial personnel for
making personnel decisions at an industrial enterprise.
The theoretical and methodological basis of this study is based on
modern economic theory and personnel management theory. The information base
of the dissertation includes regulatory acts, statistical and financial statements
regarding the performance of light industry enterprises in the Turkestan region of
Kazakhstan.
The information base of the study also includes legislative acts of
Kazakhstan, data from the National Statistics Bureau of the Agency for Strategic
Planning and Reforms of Kazakhstan, national projects, and other sources. The
research also utilizes materials from periodicals and summaries of international
organizations in the field of performance evaluation of managerial personnel.
The information base of the study is grounded on official global and
Kazakhstan data, encompassing various approaches to establishing, forming, and
modifying criteria for evaluating the results of managerial work. It also covers
legislative and regulatory documents of state structures at various levels, works by
Kazakhstani and international authors, as well as empirical research in the field of
labor resources economics.
The methodology of the study is based on a systematic and statistical
approach, as well as economic-mathematical modeling and structural analysis. To
