However, due to the complexity and multifaceted nature of this issue, certain
aspects remain underdeveloped in contemporary conditions. A significant number
of scholars, in their works on management theory, typically focus not on
managerial personnel itself but rather on managerial personnel as a distinct
segment of the enterprise’s staff. Consequently, the relevance of the chosen
research lies in the development of methodological approaches for assessing their
managerial activities.
Scientific Development of the Research Problem. The foundation of this
dissertation research is based on theoretical positions in the field of managerial
personnel evaluation. The study utilizes scientific works in the areas of sociology,
organizational theory of personnel policy, personnel marketing, fundamentals of
labor organization, occupational safety, and the technology of managerial decision-
making.
The evaluation of managerial personnel effectiveness exerts a
comprehensive influence on the production system and is reflected in its final
outcomes. Numerous scientific works by foreign economists have been dedicated
to the problems of theory, methodology, and practice of managerial personnel and
its evaluation: Klingner D, Werther J.V., Guest D.E., Cumming M., Aswathappa
K., Seifert J.T., Attwood M., Eilbert H., Landy O, Chan H.S., Bach S., Russinini
N.M., Kelley J.E., Scott W.D., Urinov B., Brodsgaard K.E., Monks K., and others.
Significant contributions to the study of performance evaluation of
managerial personnel, particularly the overall impact of managerial decisions on
the enterprise, have been made by scientists and researchers from the CIS
countries. Among them, the works of Belyatsky N.P., Baikova E.A., Odego Yu.G.,
