Short course description:
The module is aimed at developing the competencies of effective interaction between the state
and citizens, active interaction with citizens and other stakeholders in decision-making; to study
the theoretical foundations and basic principles, features of planning and scope of use of PPP
in the interests of the state and society, as well as to form knowledge about the possibilities of
using PPP mechanisms in various areas of public administration.
Expected learning outcomes:
Graduate students will have ideas about the signs, types and forms of public-private
partnership, as well as the state and the public. Graduate students study the problems of public-
private partnership, the basic principles and regulations in the field of PPP, mechanisms of
interaction between the state and the public. The module is aimed at stimulating critical thinking
and developing theoretical analysis; the ability to identify important problems in the field of
public investment policy and propose effective ways to solve them.
MODULE 4.4 Environmental management

Short course description:
The module is aimed at studying the main provisions of sustainable development, the concept
of water resources management, and the features of the water resources management system;
formation of knowledge about the basic methods of management decision-making in the field
of sustainable development; the study of the characteristics of water resources, principles and
methods of their integrated and rational use.
Expected learning outcomes:
Students will know and apply the basic principles of sustainable development and water
resources management. Summarize the legislative framework in the field of environmental
protection, legal acts and norms, technical standards in force in the Republic of Kazakhstan,
including international treaties, standards and agreements, analyze and study management
decisions at different levels of state environmental inspection and environmental management,
argue and propose the most important principles of rational environmental management aimed
at sustainable development of the country, region, to work on the implementation of measures
to protect the environment from depletion and pollution, taking into account the integrated use
of water and land resources.

Short course description:
The module examines educational policy and education management in relation to external
trends, contexts, institutions and actors, taking into account the expected and real effects of
education, its actual and potential contribution to socio-economic development. The module
will examine key institutions, management models, stakeholders in the field of education,
modern global and national discourse on educational policy and education management.
Expected learning outcomes:
Master students will know and apply normative legal acts in educational and managerial
activities, master the basics of educational management, learn change management and
strategic planning in the educational field, independently explore and analyze modern
educational management systems, as well as design innovative management systems in
education. They will use the basics of monitoring and evaluating the quality of the educational
process in the organization's activities and apply monitoring tools in evaluating the results of
